Update
I submitted my case/complaint to gov reach/feedback portal (https://www.reach.gov.sg/) on 16 Dec 2103.
They redirected my case to IDA.
So far IDA managed to get Sintel to hold (freeze) payment (>$600) while they carried out their investigation. IDA informed me via email that they are closely working with SingTel on the matter.

Disappointment (Parents BEWARE).
Yesterday, I received a handphone bill of $640+ (one mth) for my son's purchase of Fifa points (Android game). I realized that SingTel has allowed my son (sec school age group )'s Android phone to pay for Google Play games & activities thru direct mobile/carrier billing (no longer thru credit card; which of course, I do not disclose to my son). I wish to stress that I had not under any circumstance allow/authorise SingTel to charge Google Pay purchases to my handphone account . I had called Singtel hotline but they are not willing to cancel or reduce the bill.
PS My son's account is registered under my SingTel billing account
