Statutory declaration is required for parents who wish to register their child - using the address of the child’s grandparent/parent’s sibling, that is within 2 km from the school of choice.
If SD is used, children will be balloted - together with other children residing between 1 and 2 km of the school.
Parents will be able to make a SD if they meet the eligibility criteria :
• Both parents are working full-time at the time the statutory declaration was made;
• The child is under the full time care of a grandparent or a parent’s sibling; and
• The child’s grandparent or the parent’s sibling is not employed.

Children (Singaporean and Singapore Permanent Resident only) who do not meet the eligibility criteria for priority registration under Phases 1 to 2B

will be able to register under Phase 2C in any school (only 1 school) of choice (subject to available vacancies).

however, for popular schools like Nan Chiau primary -
it required balloting within 1 km, in both phases 2B and 2C (2012).
Hence even if you use your parent's address, it is no use -
because you'll fall under 1 to 2 km distance range; zero chance to ballot.
