Does SHHK still issue recommendation letters for phase 2B?

Put in another way, for a SHHK member, would you choose to be a PV or just try to get the recommendation letter without the need to do volunteer work at the school?

My child was born in 2012. He is 2 and a half years old now. Is it too late for me to apply for SHHK membership now? I read somewhere earlier in this thread that, average/normally members of 4 years (and above) then will have the chance to obtain the recommendation to get into
Ai Tong.

Also, any kind heart parents here can be my referral to apply for SHHK membership?
