Hi Zaza, i think it depends on whether there are many who are within 1km. If there happens to be many, that might leave few places for 1-2km and this group end up balloting. If 1-2 km registrants are safe, it means those who are out of 2km need to ballot. But, if you’re eithin 1km, shouldnt be a problem.
