I am just wondering can RC committees, members or volunteers be considered as the grassroot leaders. I saw a lot of people especially PRs they apply and volunteer in RCs. As we know most of the RCs' operations are lack of governance in place.
Thus, I am totally confused whether RC committee members and volunteers are considered as the grassroot leaders.
In addition, I would very much appreciate it if you could share with us how to apply for the so-called \"active community leader\" in our GRCs.

Knew of parents who volunteered in a constituency that is NOT the one the school is in, they couldn't qualify for 2B in that other place. I just extrapolating. Firstly, the other committees in that new constituency is willing and is able to accept you, as there is a limit on number of members set by PA. I have encountered before a RC member transferred from another constituency, ended up as observer for a few months before we accept him as a member.
