I believe we will fall into the Phase 2B, what's my odds of my boy going to Maris Stella? Do you know?

Am thinking of enrolling my boy into Catholic High, I have asked the school, we are in phase 2B, because we’re Catholic. However, she mentioned "year 2006 to 2012 we balloted for those whose residential addresses are within 1 km", does this mean we don’t even get a chance for balloting if we don’t live within 1km of the school?
