      The P1 Registration system that is in place today has never been fair. The priority that is given to parents with affiliation and connection puts them in a privileged position. As for the others, there are ways to get ‘better’ priority; this however requires time and effort from the parents. Many are actually against having priority in the P1 registration system and there are debates about this going on, but that’s separate discussion for another time. I came across the word parentocracy and this piece by Bertha Harian sums it up quite nicely. Luck also plays a part in the P1 registration and this is especially so in a balloting situation. I’m sure every parent will want the best for their child and will strive to give them the best head start.

      I hope that MOE will continue to fine-tune and make changes to the P1 registration system to allow for a fairer and more inclusive system overall. 2014 saw the implementation of a new ruling of reserving 40 seats for applicants with no connections, (20 places each at P2B and P2C) a better chance at popular schools. Hopefully more places can be opened up to cater for applicants with no connections in future.

      With regards to the Ai Tong School situation, although it is unfortunate for the applicants affected, but honestly, “it is what it is”. I feel for the affected applicants and it’s a bitter pill to swallow. The P1 registration has rules to be adhered to and if any was broken, then lodge a report for the authorities to investigate. Every withdrawal and re-registration has risk(s). It will affect the balance of the applicants in the registration (both for and against). There are historic data for reference and I believe the schools do their level best to provide the necessary updated information to help applicants make informed choices. If applicants chance it when the odds are low, then be prepared for the outcome. Weather it is “no guts, no glory”, “it is a no brainer”, “there isn’t a better option”, “the chances are slim but it’s better than nothing”, “the odds are not too bad” or whatever reasons, the applicant(s) took the risk and placed a bet in their application. The same goes for applicants that balloted.

      For those who already got a place, congratulations. For those who are balloting, I wish them the very best. Nobody likes to lose because it is not nice and but feeling sore about it won’t help. I hope the unsuccessful applicants (I'm guesstimating more than 2,000 will be rejected in P2C balloting) can quickly get over the gloom, chin up, look forward and plan for the next phase, P2CS. Stay positive!

      There are 91 schools that are oversubscribed and 95 that are undersubscribed. MOE should focus its attention and resources on the 95 undersubscribed schools. Make efforts to understand why they are so and find solutions to alleviate these schools. Are these schools under performing, have reputation issues or do they have other weaknesses? Maybe changes can help improve these schools? Maybe our educators and the policy makers can take a serious look at opportunities at these schools and help them improve. With improvements in place, hopefully these schools will get better and with time will become more popular.

      In the last few years for MSHS, there were balloting at P2B for those > 2km and at P2C for those < 2km. This year, MSHS will take in 270 instead of the usual 300 students. If you are SC in the < 1km category, I think your chances (getting a place without balloting) are pretty good for both P2B and P2C. Nevertheless, its always good to have a backup plan, just in case. All the best in your P2C application. Sharing my 2 cents.

      According to the MOE website, Phase 2B is as such ....


      (a) For a child whose parent has joined the primary school as a parent volunteer not later than 1 July 2012 and has given at least 40 hours of voluntary service to the school by 30 June 2013

      (b) For a child whose parent is a member endorsed by the church/clan directly connected with the primary school

      (c) For a child whose parent is endorsed as an active community leader

      It states that the parent (father or mother) needs to be baptized (certificate is needed for proof). It is not necessary for the boy to be baptized. However if the boy is baptized, I'm sure the parent will be too. 🙂

      If in doubt, you can always call the school to enquire.

      Hi, yes. DS must be a baptised Catholic with baptismal cert.

      Keeping parents posted and over (as oppose to under) communicating is perfectly fine by me.

      I came across your post and was just wondering whether your son got into SJIJ under Phase 2B? I am also contemplating SJIJ and will be in Phase 2B but we live in the east, so definitely > 2km. Not sure what our chances of getting in are though..

      I did not put in the application for SJIJ because the odds are really slim from the Phase 2B and 2C (SC>2km) balloting history. I was shuttling between MSH and SJIJ on the last day of 2B submission and was monitoring the situation real time. At the same time, I was also online on this forum site. The information exchanges and live updates went on frenzy. I was certainly amazed with the amount of exchanges. KSP (or hosting vendor) servers were working overtime during the registration windows.

      With this year's (2013) situation (SJIJ odds was like 1:6), I made the obvious choice and did the right thing. I was glad things turned out well and we were definitely very fortunate. Balloting was an extremely tense and nerve racking experience. I shared my balloting experience on another thread.

      When your turn comes, I think there will be more seats available. 20 at 2B and 20 at 2C will be put aside for applicants without connections (policy/rule changes for 2014 P1 applicants). However competition will nevertheless be intense and demand will way outstrip supply. I have the opinion that the new policy has little impact. This is the trend I foresee. Please make informed decisions and weigh your odds carefully.

      MSH is a mission (catholic), SAP and all-boys' school. It's a full school (has secondary school affiliation).

      SJIJ is not a SAP school.

      You can certainly weigh the pros and cons of both schools from research. Both have their track records as well as history.

      All the best in your decision and I hope you are successful in getting to the primary school of your choice when your turn comes.

      Foreigners are welcome to try government school, however if the vacancies are limited. It will not be fair to say we turn away the foreigner as the ultimate aim it still need to cater to SC and PR children. We are already in the land with limited resources and scare land. Definitely priority still need to provide to the citizen. I believed that every country will still take care their citizen with priority regardless of education or other assistance.

      This expectation has always been clear from the begining. That's has always been my understanding. In any case foreginers have the option of international or private schools.
