Recently, i heard there's a loophole where parents clock 2-3x more hours than required without participating in balloting and some did eventually get into the school of choice via waitlist. So ya, PV is meant for dedicated parents only, the parent who cry murder for 80hour probably might have better luck in 2c.

What I hearsay is. PVs who are unable to get into the school after balloting will be on waiting list. Priority will be given to those who clock in the most PV hour.

Yes.. U are correct. I am a parent volunteer and our minimum hours are 70hrs. I went through ballot as there were 25 applicants vs 20 vacancies. My child got in. However, 4 Pvs did not got in. 1 got in via 2C. Another 2 (higher PV hours) got in as there were withdrawal.
