if your friend and her family is staying permanently at her mum's place, she will register under 2C and still have to take the risk of balloting within 1km.
if she is NOT staying at her mum's place, then legally she cannot use that address to register under 2C.

I believe this case won't apply as well. If you use caregiver IC, you will be considered as 1-2KM even if the address is physically within 1KM

I am Interested to send my 4 yrs old son to CMA Marine Parade Branch n will be going down for an assessment course today. Any feedback on the branch? And I understand that there is an 8% referral discount for existing student and the referred child. Will like to know how to go about doing it?

Seems to enjoy his school. Most of the teachers know all the children by name irrespective of whether they teach the class.

SHHK would not reveal the criteria although both were indicated as part of their consideration. In general, if one have shorter membership tenure, s/he would preferably be more active. I believe SHHK tried its best to recommend members for Ph2B, however, if you live >1km away from preferred school, chances of getting into the schools can be pretty slim or nil.

Again, things change every year.
