Can I apply PV before I stay within area? and I can move in area when I got PV ?

I have looked through the website seems to be that the school provides a balance between academic demands and building student character. I would like to know how can I be the parent volunteer, so that my girl can be enrolled under Phase 2B? Appreciate any advice on this.
