Between JieMing pri and PeiYing pri, can any parent advise which is the better school?

PeiYing school is less than 1 km from my home whereas JieMing is less than 1 km from my mum plc but is more than 2 km from my home.

I am considering JieMing as there's before and after school care in the school premise. However I too worry of the chance to get into the school, then PeiYing will be my only choice.

Is it true that if I will to register my girl into JieMing school with my mum's address, MOE still consider as the phase that is for > 2km.
