If we are still based and studying in oversea, and not back in Sg yet...
Can the LOA student apply to go back and study in their LOA SG school, just during their summer holiday of 2 months (July and August)?

Ultimately, you are the final decision maker. As Esteema says, if you’ve identified a place that you think is good for your child, it’s not a requirement to come back to Singapore. As long as there’s no urgent needs (family, etc), and affordability isn’t a concern, he can stay put in SHSID.
That said, if SHSID fees isn’t an issue for you, you can always consider the international schools from one of the popular schools in Singapore (similar to SHSID which is an offshoot of SHS) rather than accept MOE posting. ACS International, SJI International and HC International fees are comparable with SHSID (~SGD25k vs ~RMB110k). -

last reply from MOE, in response to my request for vacancy number, spers test results, etc.
Over the weekend, I got a chance to discuss with several other (already and potential) returning Singaporean families with/facing similar problems. Here are our further feedbacks for your consideration. Those feedbacks are generally on the transparency issue, specifically, our suggestions are that:
1. MOE should let the RS family know how many vacancies are available in each school on the eligible school list. If the accurate number of vacancies cannot be provided, MOE should let RS family know a range, say 2 to 5 or 1% to 3%. In any case, we feel it is necessary for MOE to assure the RS family that there is at least one (1) vacancy in each and every school on the eligible school list which is available for returning Singaporeans/Singapore PR for each grade.
2. MOE should let the family know the SPERS test results of all the students joining the same grade without disclosing the names of the children. That is to say, for those taking SPERS Sec 1, the test results/scores of other students (no need for the names) joining SPERS Sec 1 should be disclosed to their parents so that the parents will know where their children are in the ranking of their competitors. With this, harsh posting result can largely be avoided.
3. If the above 1 and 2 cannot be done, then MOE should expand the school list from the current 6 to 12 or more to avoid harsh posting result.
