Perhaps your child’s cohort has many high achievers? When my child was in P2 two years ago, his score was higher than another child from another school. He wasn’t in Top 25% but the other child got the award. Well, just his ‘luck’ to be in his school vs the other child’s school. I was hoping he gets something as a form of encouragement but guess it is just not meant to be...

This is for P1 and P2. Top 25% in terms of learning achievement, different from P3 to P6 who is top 25% based on academic performance. P1 and P2 no exams, right? Comes with monetary award too if your household qualify based on income level.

The monetary award (eg: popular voucher) for those above the income limit are given by CDC-CCC. It differs from GRC to GRC. There will be a separate award presentation ceremony from those who qualify for the bursary. My GRC did not give any at all in 2020 for academic year 2019 (could be due to covid). My DD only received the cert that was mailed to us.

My boy’s ECHA award letter is dated 26 Nov 2018, we received the letter on Wed, 28 Nov.

For the Character award, any idea whether the 2% is per each level or per whole school?

PHASE 1 - CONFIRM

For a child who has a sibling studying in the primary school of choice

PHASE 2 - BALLOT

For all children who are eligible for Primary One in the following year and are not yet registered in a primary school

Ballot Chances
+2 for <1km
+1 for between 1km and 2km
+0 for >2km

Additional Ballot Chances
(a) +1 for a child whose parent is a former student of the primary school and who has joined the alumni association as a member.
(b) +1 for a child whose parent is a member of the School Advisory / Management Committee
(c) +1 for a child whose parent or sibling has studied in the primary school of choice
(d) +1 for a child whose parent is a staff member of the primary school of choice
(e) +1 for a child whose parent has joined the primary school as a parent volunteer and has given at least 40 hours of voluntary service to the school
(f) +1 for a child whose parent is a member endorsed by the church / clan directly connected with the primary school
(g) +1 for a child whose parent is endorsed as an active community leader

Note: More ballot chances do not equate to guaranteed entry. Only increases the probability. HDB is using similar balloting system.

Sounds fair. Distance first followed by other priorities (Alumni, PV, etc). To get higher chance, stay < 1 km, be an alumni and do PV! Alumni still get to keep their privilege but must stay nearer to get higher chance. Today many alumni / ex student took advantage of their privilege and send their kids to schools many kilometers away! Pity the children who have to travel far, pity those who lose their opportunity to go to nearby schools as vacancies left at phase 2c is limited.

Oh, Phase 2, should be split to two, Phase 2a for SC first, then 2b for PR. So SC get absolute priority.

KCPPS as Phase 2B. How about you? Odds is good at CHS for the tiger cohort and I am less than 5 min walk away. But its ok lar, I have to register girl in two years time, so now both kids settled.
