MGS is very selective in the PVs they take. It usually has to fit a specific need of the school and this varies from year to year.

It may be easier going the GRL route but even then, there is a very high chance of balloting at 2B for those within 1km so do be prepared.

Based on recent balloting history, there is usually balloting for SC > 2km for phase 2B. The exception was 2015 where all SC applicants got in for that phase.
