I can see some merit in this system too. But in the best traditions of Singapore means testing, have to include annual household income too to make it marginally less easy to get around. 
I'll include one more factor - ownership of car/price of car.
You own a car? Move backwards.
You own an expensive car? Move further backwards.
Probably solve the congestion problem better than the ERP.

Some people might be born with a silver spoon but most are those who work hard to achieve what they have today. Why must you guys penalized the rich? Cos they are so-called \"rich\" by your standard? And you couldn't stand \"rich\" people? Why must you bash the privilege?
If the factor to get into a so-called good school is to be poor, then you will see a lot of people acting to be \"poor\"! And the so-called good school will be oversubscribed too!
