The 30 month rule applies to all <2km becoz the SC >2km had to ballot. It doesn't apply to SC >2km coz they didn't have any priority over the others. Understand?

Just to add on to what Mashy has explained.
Your example of ACS (Pri) all SC within 1km no ballot all in, the 30month rule will apply to them if those who did not get in include SC living within 1-2km or more. This is because, those SC within 1Km got in due to distance priority.

The rule does not apply only when all SC got in regardless of distance.[/quote]

Yes, it doesn't apply.

It's written clearly in the registration form for you to see.

\"a child who gains priority admission into a school through his/her distance category in part 2 below is required to reside at the address used for registration for at least 30months from the commencement of the p1 registration exercise on 2 Juky 2015.
