i am abit confuse on Pei Chun Public 2C balloting result for past few result.

i can see that from YR2015 the balloting for 2c is falling into only 104-105% in SC2km category from very high 170-180% in SC1KM category in previous years.

is there anyone wondering the reason behind this significant change? any chance that the balloting result will go back to high risk in future
