hi, i dont quite understand the policy change. i am one of the alum in "For 2C: a quick look at those vacancies <40, these are the ones" list. does it mean i have to ballot even if i am within 1km of the sch? based on last year stats it seems 2a1 is no ballot. not sure about 2a2. assume if we need to go into balloting, would balloting start for those outside of 2km first?
