Dear Prime Minister,
If \"every school is a good school\", why the parents still willing to trouble to travel long distance to enroll their kids into a so call \"popular\" school?
What the kids would be benefited if their parents have to do school volunteer or serve the community just for them to get priority?
What the primary school register have to do with parent's time?
To enroll a primary school is as challenging as finding a good job, or passing a difficult test, or trying our good luck, what would encourage young parents to have more kids??
Why family living in walking distance to a primary school have to go somewhere else requires much longer travelling time?
Think about it, primary school is for basic education, and we want the primary school pupils to receive fundamental education, have enough rest and grow well. But with this primary school registration system, a lot of kids staying within 1 km ended up have to get up earlier than others and pass by many ERPs in DAILY basis. Many parents have to quit their job or downgrade to part time just to send and fetch kids. Long distance travelling are really not appropriate for primary school kids.
I would encourage MOE to consider the following enrollment phases:
Phase 1: For a child who has a sibling studying in the primary school of choice
Phase 2A (1): For a child who is staying within 1 km of the primary school of choice whose parent is a staff member
Phase 2A (2): For a child who is staying within 1 km of the primary school of choice whose parent is the alumni or school member
Phase 2A (3): For a child who is staying within 1 km of the primary school of choice.
Phase 2B (1): For a child who is staying between 1 km to 2 kms of the primary school of choice whose parent is a staff member
Phase 2B (2): For a child who is staying between 1 km to 2 kms of the primary school of choice whose parent is the alumni or school member
Phase 2B (3): For a child who is staying between 1 km to 2 kms of the primary school of choice
Phase 2C (1): For a child who is staying between 2 km to 4 kms of the primary school of choice whose parent is a staff member
Phase 2C (2): For a child who is staying between 2 km to 4 kms of the primary school of choice whose parent is the alumni or school member
Phase 2C (3): For a child who is staying between 2 km to 4 kms of the primary school of choice
Phase 3: For foreigners.

Because of this phase, more than half of the seats in the nearby school were taken up.miereddy:
Why parents will still send their kids to a \"popular\" school even they are staying far away under phase 2A. Because of this phase, more than half of the seats were taken up.
So to play safe, they opt for their alma mater (maybe reluctantly) which is on the other side of the island lor. so the evil cycle repeats on the \"nearby residents of their alma mater\" on the other side of the island. And end up many pple have to travel far far to fulfill the basic needs of going to school. -

Of course. In your world, no one's else suggestions or methods are better than yours which is exterminating the entire 2A1 just like how Hitler was so determined to exterminate the Jews completelyphtthp:
It is interesting how debate against a defective \"system\" can be twisted beyond recognition into acts of aggression against \"a group of pple\".Seems like in this thread, there are more than one Hitlers who are strong supporters from Phase (2B plus 2C), who want to eliminate all the Jews in Phase 2A until become extinct. Then they are satisfied.
If Alumni priority is removed or limited, alumni offspring can still enter via P2B, P2C. What extinction are you talking about? it is just leveling the playing field. Only those to stay far away are discouraged, which is good for everyone. Plus, they might even be more keen to enroll on the good school next door instead of their alma mater, made possible only bcoz the nearby schools alumni are not hogging up the places.
If you want to draw analogy, a better one will be monarchy vs democracy.
monarchy in many society was trashed, replaced with democracy, as a form of progress.
So alumni priority is like monarchy. You are right to say that some pple here wouldn't be satisfied until monarchic system is eliminated.
