How about a system like this?
For children who are Singapore Citizens or Singapore Permanent Residents (Phase 1 & 2)
PHASE 1 - CONFIRM
For a child who has a sibling studying in the primary school of choice
PHASE 2 - BALLOT
For all children who are eligible for Primary One in the following year and are not yet registered in a primary school
Ballot Chances
+2 for <1km
+1 for between 1km and 2km
+0 for >2km
Additional Ballot Chances
(a) +1 for a child whose parent is a former student of the primary school and who has joined the alumni association as a member.
(b) +1 for a child whose parent is a member of the School Advisory / Management Committee
(c) +1 for a child whose parent or sibling has studied in the primary school of choice
(d) +1 for a child whose parent is a staff member of the primary school of choice
(e) +1 for a child whose parent has joined the primary school as a parent volunteer and has given at least 40 hours of voluntary service to the school
(f) +1 for a child whose parent is a member endorsed by the church / clan directly connected with the primary school
(g) +1 for a child whose parent is endorsed as an active community leader
Note: More ballot chances do not equate to guaranteed entry. Only increases the probability. HDB is using similar balloting system.
For a child who is neither a Singapore Citizen nor a Singapore Permanent Resident (Phase 3)
PHASE 3 - BALLOT
Ballot Chances
+2 for <1km
+1 for between 1km and 2km
+0 for >2km
Will it reduce artificial inflation on the value of properties near some schools?
Will it open up vacancies? -

Every school is a good school.
IMHO parents should choose a school near to their homes so that time spent on traveling can be put to better use eg more time for rest, for family activities, on studies etc.
Guide your child to do well in PSLE, after all it is the efforts of the child that counts and will lead him/her to a better life and future. -

MOE only publishes primary schools vacancies by phases and the ministry does not give the breakdown of application by distances. It encourages parents to apply schools nearby.
With this unfortunate incident in ATS, schools would be wise not to give any details of the number of applications for each distance category. Perhaps MOE should make it strictly confidential.
This will discourage earlier phases applicants who have already secured a place to risk giving it up to try their luck for the ideal primary school they have in mind. Phase 2c applicants will want to up their chances in securing a place for their DD/DS by looking at school within 1km. After all, MOE says every school a good school.
No more last minute changes resulting in unhappiness and arguments over unfairness…
I think schools can reveal how many applications for each distance category so that parents do not waste their choice at P2C. No point registering in a school which you do not even stand a chance to ballot.
It’s the withdrawing from earlier phases to register for a subsequent phase that should be looked into.
If SC parents apply for schools within 1km, they will definitely stand a chance to ballot if the school is oversubscribed or get a place if it is not oversubscribed. -
