Yes, its by choice. See if someone has put choices A, B and C and they get offered A and C, then the offer that will be reflected will be A and not both. Though, if you ask me, they should put all the offers on the table and allow the child to choose what they want. Because you just rank choices, what if both your choices are equally important?
In your case, if your child prefers the third choice, then it's quite possible that if he or she does well in their aptitude tests and interviews for the first two choices, they will be offered one of those. Also, we won't even know if they were even offered the third choice.

I agree that student shld be given more than 1 offer (if any) to choose instead of offering by choices submitted. Just like my child, cannot make up his mind which choices to put till after submission then realise what he wants
