If you are considering luggage at reasonable price, which I shall define as below $120, you can consider going to The Travel Store outlets at Bedok Mall, IMM and Jurong Point. The luggage sold there are mostly at the budget conscious range. If you want a larger range of luggage to consider from, you can go to the outlets located at Nex, Suntec City Mall, Plaza Singapura and Funan Digitamall (which is called Eminent store, located just beside KFC).
They carry Swiss Polo, which is the cheapest luggage you can find with warranty, TSA locks and 4 wheels, with cabin size (20\"), 22\", 24\", 25\", 28\" and 29\". You can ask the sales people for the model SP 9132 which has a 50% discount right now, at $59, for the 20\" luggage, $69 for the 24\" luggage and $79 for the 28\" luggage. It comes in 3 colours: black, khaki and purple. However, the discount is while stocks last so some colours and/or sizes are unavailable so better grab it soon!
They also have Eminent, which has the cheapest hard case luggage (100% polycarbonate) with 3 years warranty, TSA locks, 4 wheels as well as a dust cover provided. If you are wondering that I sound like advertising this shop, I'm actually not really doing so because the luggage are really of a certain quality but people are just blinded by the brand names which don't really translate to good quality (American Tourister I'm looking at you). The Travel Store carries luggage of brand names that some Singaporeans never heard of because it seldom puts up advertisements.
