Which address does she want to use for the P1 registration? If she wants to use her own house (currently tenanted), she must end the lease and live in that house. Then go to the police post and change her address.
What cut-off date you talking about? Not clear. She needs to change the address within 28 days of moving into the house. If asking about changing in time for a registration phase, then do so at least a day before. Changing at police post is quite instantaneous. Just stick a sticker on your NRIC only.
