only when some one made some serious effort (\"move heaven and earth\"), or every now and then MOE said \"ok this year I need some warning example, find me one case\", then you have one case pop up.
It is beyond obvious this rental address is being abused. If every one stays within 1km (as the balloting will have suggested), why do you even need so many school buses ?
And let's not kid ourselves: how many Singaporeans actually live in rental place as a permanent home ???! This is not like some other countries where it is real a whole family cannot afford a house and have to rent, or whole family live in a different state from their home state so it has to rent. In SG, almost everyone is an owner. Why on earth you need to rent ? Those doing arbitrage (i.e. rent out my own and rent a cheaper one for myself) is a very very small minority. Those with kids and without own home is even smaller minority.
So as a matter of fact, rental address should be totally removed ! Or at least \"degraded\" as someone proposed earlier, move down to lower phases.
I suspect long time ago rental address being allowed is due to PRs. It is quite valid that PR do not own a pty here, and PR could be renting all the while. Since now PR is already \"demoted\", I dun see the need to allow this rental address any more.
And if, really some Singaporeans choose to sell their own home and rent instead (e.g. thinking of sell take profit now, later pty market crash then can buy back) , I would say, you are extremely stupid using your own roof to gamble, especially when you have school going kids! You dun deserve preferential treatments.
MOE is just acting blur. School is powerless.

A very simple way to discourage such abuse is to give priority to actual owners over renters. All can be in the same phase, but those owners fill in first. Rentals next.
It’s just silly to get your kids wake up at 5 am every day. And not to mention the unnecessary traffic it introduced on the road. -

I personally know of one case: he owns and lives in this place within 1km of NYPS for at least 2yrs before P1 registration. After registering his child into the school, the whole family moved out to orchard, EVEN befor the school starts ! His child never lives a day of school in the address used for registration. Do you call this cheating ?
He still owns this place, and has rented out to successively 2 families who subsequently used the address to get into the school too. Each of them stayed about a year.
All of these are clearly using the system to their advantage. -

Doing "hair for hope" is of course every body’s right, I respect your decision.
But if you do this AND expect rules to be bent to suit you, then no.
The principal has no right to stop the girls from doing it. The girls are the ones who should have the curtesy to observe the rules. Just saying I’m doing for a noble cause does not give you the right to go around rules. It’s this notion that irks me the most.
I cannot stand this argument that they can "sacrifice the hair" but cannot sacrifice wearing a wig in school. If you can’t even do that, stop talking about what noble "cause". "Sacrifice" means inconveniencing yourself, not at your convenience. I solute the other 2 girls, who truly understand the meaning of sacrifices -

1st, it is just so superficial to "cut your hair " to "support". You really want to support and help cancer patient ? Go to help out a cancer patient at home or at hospital / day care center. Plenty of chances. It really needs you to actually DO something. Just cut the hair to show support ? What nonsense.
2nd, you cannot even subject yourself the inconvenience of wearing a wig, what "sacrifice" are you talking abt ?? Do these girls do this haircut just because "it’s cool to do it"?? Look when you really do something for a good cause, you prepare for yourself what consequences that follow. It is like if you now want to do a volunteer work in Cambodia for a month, and yet still demand yr employer to pay you full salary and same bonus just because "the employer should support a good cause" ?
3rd, school is a premise for study. It is not an avenue for whatever "social agenda". Today you cut your hair for cancer, how about tomorrow wearing only vegetable leaves to promote healthy eating ?( like some idiotic campaign getting models doing that in orchard road). You do not disturb a study environment, for half a day. You do whatever you want after school. -

More and more parents managed to get within 1km of nyps, so within 1km is no big deal nowadays.
More over, MOE is gradually reducing cohort size to cater for single session by 2013. With less classes, balloting within 1km in either 2b or 2c will be a norm soon.
Brace urself for the headache in a few yrs time ! -

more over, get this: PRs can go ballot, if fail never mind, can always go international school. SCs, if fail in the ballot, REAL big problem: SC will have to be posted to a local school. SC cannot go to international school. (ok , can, but you must appeal to MOE, with strong reasons, etc).
that's why for PR, there is nothing to lose for a ballot.
SC should really be given priority in education, medical, and welfare benefits. This is the norm in every country. If I go US/Aussie, I'm prepared to be treated as 2nd class simply because I'm not native there.
