If rulang principal is transferred over to greenwood primary, it is possible that p1 enrolment for greenwood may be popular this year. Parents expectations are there ! they are eager and hope to see that greenwood (a neighborhood school) can become rulang (Ii) one fine day, under the hands of this principal.

Not the same thing we heard from friends with kids in Greenwood.
Ultimately the teachers make the difference but yes a good principal who can boost morale of teachers and their work efficiency may be able to bring up its ranks. -
Yes, teachers play a very important part.
To raise the standard of greenwood primary :-
maybe this ex rulang principal in coming into greenwood can consider appeal to moe to transfer some key teaching personnel from rulang ( ie. hod for English, Maths, science, Chinese) from rulang to enter greenwood to teach. Ie. bring the experience of the senior teachers from rulang into greenwood. Together as a cohesive, formidable team, then they can bring up the standard of greenwood slowly, ie. turn greenwood into rulang (ii).
Then what"ll happen to the vacuum created -
after the hods from rulang go over to greenwood ? Perhaps it is time that Moe can then promote the next level of good senior teachers ie. the deputy or assistant hods from rulang to become the main hods. Those deputy hod had been teaching inside rulang for some years now. They had under studied from the main hod for a period of time. They’ll know what to do to at least Maintain the academic standard of rulang, or scale her to the next level of greater heights.
Monitor this plan closely, see is there any improvement to greenwood standard fir next 2 to 3 years ? If greenwood indeed show improvement in academic standard, then moe can implement similar strategy across the unpopular neighborhood schools in Singapore, one by one. Slowly, this may help to solve the p1 registration in unpopular, neighborhood schools. Need to bring up the standard of these unpopular schools one by one. If greenwood can become rulang (Ii) one day, that will be great. Even if greenwood cannot reach exactly the same, identical academic standard as rulang - but so long as greenwood can show marked improvement, this is already the first step of slowly moving towards success.
This happen simolarly in the commercial, private sector too.
When a new head of department come in, he won’t just come in alone. He also need support. Very often, he’ll bring along his team if entrusted key, important personnel to help & support him. Why does he do this ? Because he worry that those existing, old guards there staying for many years inside the company will form a line of resistance against him. Ie. resist the new changes of introductory implementation to the new department he’s heading. Thus, he need his own team of entrusted pool of him to help, to support him, not to resist him. -
Planning to register my son to Woodgrove Primary school for 2014 intake, heard that Woodgrove is conducting balloting even for those staying within 1KM, is it true?
And since everyone is talking about Greenwood Primary, so maybe the need for balloting for those staying within 1KM is lower? -
