Don't know abt the price range but you must keep in mind the timeline. For new condos, the TOP must not be later than 31 Dec 2015. As for resale, I think there's also a timeline. How do you reside in a condo before TOP? TOP is required before you can even take possession.

Note that it is the contracted date of TOP that matters. This is often later than expected TOP. The requirement is stated on the MOE website FAQ.
