              is it true that being a grassroot leader in A GRC does not recognise you as Phase 2B for a primary school in B GRC/SMC ?

                    Can this be done online?
                    RC is for HDB residents while NC is for private housing residents. Apply at CC(where u stays) or via NC/RC which looks after your zone. Used to be able to apply online but not sure about now. More info, see http://www.pa.gov.sg/our-network/grassr ... ttees.html.
