RC is for HDB residents while NC is for private housing residents. Apply at CC(where u stays) or via NC/RC which looks after your zone. Used to be able to apply online but not sure about now. Is it the same as RC? Just go to the nearest CC and apply?

No quota as long as u hv fulfilled your 1 yr service as member -

There is a limit to the number of member per rc or nc (i think its 30)..... Is usually not easy to get in... -

DH joined last time during time of registration for DD. Must be in the organising committee itself and not just member.

Not true. As long as one is a confirmed member, one is considered GRL or community leaders, and need not serve in the Executive Committee. I'm saying this from my past appointment as Vice Chairman of RC. -
