If need be, MOE may increase, in gentle dosage.
But it will be an even number, because it need to divide by 2, split into two Phases (2B and 2C). -

compulsory 40 seats reserved for (2B + 2C), noticed something else also changing ?
40 seats divide by 2 mean :-
minimum allocate 20 seats, for Phase 2B.
Some schools slowly remove Parent Volunteer scheme.

But parents can still enter by GRC, another Phase 2B route / option still open.
Example 2
in the past, RGPS used to take in around 40 PVs.
(Up to year 2012)
Since last year (2013) -
she had significantly reduced PV intake by half, to maximum 20.
reduced from around 40 (in the past) to 20 now.
cannot take in so many PV anymore -
because 40 PV cannot fit into the 20 seats reserved (new rule set aside) for Phase 2B. Overflow !
Thus, school(s) should not give parents false hope, after parents tediously clocked in sweat & hard work, hour by hour.
Currently, there are still some schools that do not bother to control the # of PV intake properly.

Going forward -
other Popular schools may follow suit.
Either remove Parent Volunteer scheme, let GRC take over as the other available option to manage parents, OR substantially reduce the intake on the number of PVs. -

priority goes to SC first.
Example
if Nan Hua Phase 2A(2) going to ballot :-
all PR inside 2A(2) :
no chance, even if they stay less than 1 km from Nan Hua.
PR got to enrol their child, in some other school(s).
Unless ... this PR acted fast, already migrated to an earlier Phase 2A(1) much earlier on, before the MOE announcement on new ruling 40 seats reservation, came on.

However if there come a time one day in future, when Phase 2A(1) alumni also need to ballot :-
then all PR staying less than 1 km, inside 2A(1) :-
also no chance.
They'll have to enrol their child, in some other school(s).
if Phase 2A(1) were to ballot (when that time come) -
then 2A(2) become redundant, in that particular Popular school.
2A(2) not redundant to ALL schools, but only to that particular school.
because whenever balloting occur in any Phase :-
Singapore Citizen will have absolute priority over PR :-

Thus, the impact of this \"compulsory 40 seats reserved\" not only impact SC, but has far greater significant repurcussion on PRs, inside Phase 2A. Only if balloting occur.

I was contemplating between St Andrew and Nan Chiau Pri till last week...my DS's kinddy gave me a leaflet of St Gabriel Pri last week and I checked the school's website and somehow like the school, will check out the school on its open house on May 31.Registrations coming in 4 months time!

I have my eyes set on MGS too but that will be for 2018 intake (my DD born 2011) My cousin's DD is happy studying at MGS now. -

With this change from 2014 onwards, for hot, Popular schools :-
Parents will scramble quickly, to join 2A(1) alumni scheme.
Yes, both (SC + PR) included.
PR all the more must act faster, because priority given to SC.
Nobody dare to remain inside 2A(2) anymore.
Scared!
Even those less than 1 km in 2A(2) not going to risk any more chances now.
In the past, 2A(2) no need to do anything, sit back and relax, wait for their turn to enrol their kid in.
Not anymore.
2A(2) going to take action, join 2A(1) -
Knowing is safer to be inside an Earlier phase.
Why ?
after minus away 40 \"chopped\" seats backwards -
2A(2) is aware and are afraid that if everybody rush forward to join 2A(1), causing balloting to occur inside 2A(1), then 2A(2) gone case Liao !
They'll be left behind.
2A(2) will be bypassed.
This scenario going to happen in some Popular schools only.

Starting from our batch this year, MOE changed the rule that 40 slots will be taken out and allocate to phase 2B and 2C.
I am applying for Phase 2A(2) with Nan Hua Pri as I am ex-student.
But this school past history always left 30+ slots for Phase 2B and 2C. So I have a strong feeling this year Phase 2A2 will start balloting!
I am using my mum's address to register and it will fall within 1-2km although she stay within 1KM.
So during the 2 days registeration for Phase 2A2 before it close registeration, will the school let us know if balloting will likely occur for those staying 1-2km or >2km?
So I can have a backup plan to de-register and register for my hubby's pri school before phase 2A2 closed.

Phase 2A(2) staying more than 2 km :-
can implement two strategy:-
i) use the child's grandparent's address, to enrol their child in.
ie. change the distance group, from > 2km to within (1 to 2 km).
But, this plan work only if the child have grandparents staying nearby the Popular school.
ii) rent a house : within 1 km.
(if unable to deploy grandparents to help)
if many Phase 2A(2) execute above 2 plan(s) :-
this can result in many parents falling within 2 km.
Because now, situation change.
too many people now inside less than 1 km, plus inside less than 2 km.
those > 2 km not going to take chances, just watch their chance slip by.
> 2 km may take action, do something to this distance issue.
This may then result in balloting take place within (1 to 2km), instead of everybody expecting only > 2km will ballot. -
think Phase 2A2 will not be redundant or even bypass… but will have balloting going forward for those very popular sch.
Whereas those in Phase 2A1 who didn’t managed to get in via balloting will try their luck in Phase 2A2 instead.
