MOE ruling is
If you use your parents’ address, and go by the caregiver route, you are considered in the > 2km category, if your parents’ house is within 1-2 km from the school. -

No. if using grandparent's address, kidzo will be considered to be above 2km if kidzo's parents are within 1-2 km. -

You are confused.
PV quallifies you to register in phase 2B. The distance comes into play in assigning places and balloting situation regardless of phases.
Meaning to say, regardless of phases, distance is not important if number of registrants is less than the number of places available. But if there are not enough places to go around, places will first be given to those within 1km, then to those between 1 and 2 km, finally to those beyond 2km. -

That's right. Register and perform your PV this year, then P1 registration for your 2005 child next year. :celebrate: -

'if grandparent's address <2km, it is consider under 1-2km category' is the same meaning as 'if grandparent's address less than 1km, it is consider under 1-2km and if grandparent's address is 1-2km, it is consider as 1-2km'.
tankee's intepretation of if grandparent's address is 1-2km, kid will be considered as more than 2km category is unsubstantiated and i believe is incorrect. -
