Every year, a school's enrolment is fixed. Let's take RMPS, for instance. The intake this year is 240. If you look at the MOE website, 40 places have already been taken out for P2B and P2C, leaving 200 places for Phases 1, 2A1 and 2A2.

Let's take 2013's statistics. During Phase 1, 44% (or 105 places) were taken up, leaving 135 places for subsequent phases. In P2A2, 52 places were taken up, leaving 83 places to be split equally between P2B and P2C. So, there were 42 places for P2B and 41 places for P2C.

Assume that this year's numbers are the same as last year's. During Phase 1, 105 places are taken up. Since MOE has already allocated 40 places for P2B and P2C, it means that only 95 places are given for P2A1 and P2A2. If there are 52 applicants in P2A, it means 43 places are left to be split between P2B and P2C. This means 22 places for P2B and 21 places for P2C. You add back the 20 places reserved previously and the number of places left for P2B and P2C are 42 and 41 respectively. Now, you tell me, how does that increase your chance?

You must remember that a school's enrolment is fixed. Reserving some places for P2B/P2C means that the places are taken from somewhere. The school can't simply increase enrolment. So, instead of telling the public that the total intake is 240, MOE tells you that the intake is 200. Does that change your success rate?

The policy was introduced in response to the registration witnessed last year by super-popular schools such as Henry Park, where only 12 places were left for P2B and P2C. It ensures that there are at least 20 places in P2C for children who, yes, stay near the school. So, if ever this year RMPS becomes as popular as Henry Park last year, yes, the policy helps.

You do not have to believe me, though, if you still insist on what you originally believed.

What is new for the 2014 Primary One Registration Exercise?

40 Places Reserved to Ensure Continued Open Access to All Primary Schools

Starting from the 2014 Primary One (P1) Registration Exercise, the Ministry of Education (MOE) will reserve 40 places in every primary school for registrants in Phase 2B and 2C to ensure continued open access to all primary schools.

The 40 places will be reserved for Phase 2B and 2C (20 places for each phase) before the start of the P1 Registration Exercise. The number of vacancies remaining after Phase 2A(2) (this includes the 40 reserved places) will continue to be split equally between Phase 2B and 2C. The following two examples and corresponding flowcharts are illustrations.

Example 1: School A — No Balloting at Phase 2A(2)

School A has a total of 240 vacancies. Of the 240 vacancies, 40 places are upfront reserved for Phase 2B and 2C registrants, and 200 places are available from Phase 1. Suppose 70 places are taken up in Phase 1, 50 places in Phase 2A(1) and 30 places in Phase 2A(2). This leaves 50 + 40 (reserved upfront) = 90 places for Phase 2B and 2C. The 90 vacancies will then be split equally into 45 vacancies each for Phase 2B and 2C. (See flowchart below.)

In the event that not all the vacancies allocated for Phase 2B are taken up, the remaining vacancies will be carried forward to Phase 2C. For example, if only 20 places out of 45 allocated vacancies are taken up at Phase 2B, the remaining 25 vacancies will be carried forward to Phase 2C. Hence, there will be 70 vacancies for Phase 2C.

Example 2: School B — Balloting at Phase 2A(2)

School B has a total of 240 vacancies. Of the 240 vacancies, 40 places are upfront reserved for Phase 2B and 2C registrants, and 200 places are available from Phase 1. Suppose 70 places are taken up in Phase 1, 50 places in Phase 2A(1), 80 places in Phase 2A(2). This leaves 0 +40 (reserved upfront) = 40 places for Phase 2B and 2C. The 40 vacancies will then be split equally into 20 vacancies each for Phase 2B and 2C. (See flowchart below.)

In the event that there are 25 registrants for Phase 2B, balloting will be conducted in this phase. Phase 2C will continue to have 20 vacancies.

my understanding is that the 40 seats reserved upfront will be split 50% for 2B and 50% for 2C in addition of the leftover seats from 2A2.

is this correct?

I think the 40 reserved would be added back in respective Phase of 2B & 2C. We would see how the mechanism to be work this time round.

I was just replying to your point that your chances would be higher with the 40 places reserved for P2B and P2C and my reply was that no, it wouldn't increase your chances as far as RMPS is concerned. All it does is to reduce your chance and reinstate it, if you are in P2B or P2C.
