Yes. Anyone is allowed to try again at Phase 2C if they meet the statutory requirements. It doesn't matter if they had been successful or failed to get in in earlier Phases.

Are they within 1 km, from Henry Park or outside 1 km ?
If outside 1 km, no impact, because dont even have chance to ballot

But if within 1 km : deep, high impact

For Henry Park -
Both Phase 2B and 2C : SC balloting within 1 km
