Does anyone know - if I am already serving as an active community leader in Constituency A but move house to Constituency B prior to P1 registration, will I be able to transfer my service to the new constituency and will my prior years of service in Constituency A still count towards the 2 years as an active community leader for the purposes of application in phase 2B of a school in Constituency B?

I am unsure but don't think that this is transferable. Knew of parents who volunteered in a constituency that is NOT the one the school is in, they couldn't qualify for 2B in that other place. I just extrapolating. Best to check with Constituency B - I may not be correct.

Hello parents, I'm a journalist from The Straits Times. Some of you might have read about how the People's Association has made it tougher for parents who are grassroots leaders to get priority to register their children in Phase 2B for Primary 1. What do you think of the changes? Are you affected by them? If you would like to share your experience, do contact me at [email protected]. Will pass my handphone number to you via PM too. Thanks! šŸ˜‚

Thanks lot for sharing the info!

I am just wondering can RC committees, members or volunteers be considered as the grassroot leaders. I saw a lot of people especially PRs they apply and volunteer in RCs. As we know most of the RCs' operations are lack of governance in place.

Thus, I am totally confused whether RC committee members and volunteers are considered as the grassroot leaders.

In addition, I would very much appreciate it if you could share with us how to apply for the so-called \"active community leader\" in our GRCs.

          Thanks lot again!

          Best

          David

As a grassroots leader for so many years, I can tell you that transferring to another constituency is not as simple as you think.

Firstly, the other committees in that new constituency is willing and is able to accept you, as there is a limit on number of members set by PA. I have encountered before a RC member transferred from another constituency, ended up as observer for a few months before we accept him as a member.

Well, unless you are those \"identified\" by the key members (the adviser, chairman, or key PA staff) in the new constituency, then you might have a better chance of transferred.[/quote]

Here is the official reply -

New rules may see fewer parents doing Grassroot work.

\"Grassroot leaders here are glad that new rules will make it tougher for volunteers to get priority in Primary 1 registration.

In the long run, the people they actually get will be those who join for the right reasons, rather than opportunists looking to capitalise on perks
            That come with the position.

In the new scheme, parents will have to be grassroot leaders for at least 2 years before they get the benefit, double the time now.

They will get priorities only in schools in the constituencies where they live, rather than in two areas now -
Where they live, and where they choose to serve.
            \"

Yes, the minimal requirement is PRs. But I think there is a restriction on appointment holders.
              mit
There is a quota for number of PRs in the committee. But they cant be office bearers

Hi, I’m staying within 1 Km of Maris stella and my son is due for registration next year in 2015. He is going to primary one in 2016. I am now executive member in my local NC, but since we are in Marine Parade GRC, do we stand a chance if we want to try Phase2B for Tao Nan school? and maybe Phase 2C later back at Maris stella if we fail to get in? Or maybe we shouldnt risk it?

Hi all, my girl is due for P1 registration in 2017 and my preferred school is a methodist school which does not accept PV, therefore I am considering this route to qualify for 2B registration.

My question: With the recent change in rule that we need to serve 2 years to qualify under 2B, does it mean I have to be appointed as executive member in the RC by 30 June 2015 in order to qualify? Also, how long does it take for an observer to be promoted to EC?

                  Greatly appreciate your advice.

With the new ruling, one has to give 3 years buffer. Typically confirmation for an observer will be 6 months for the Chairman to assess your contribution. Thereafter, you have to give buffer for PA to do all the necessary paper and issue to you the certificate.. .best to give at least another 3 months

Hi daddy2007, thanks for your advice.

I am currently not staying within the GRC of my choice school but intend to shift within 1KM of the school by Jun 2015 when my current lease is up. In such a case, can I volunteer my service (as observer) at the RC within the GRC of my choice school now?

Unfortunately you can't now. PA will assign you to the RC where you currently reside. Unless you join the CCMC or CCC in that GRC
