I’m new to KSparents. Like any other parents, I’m enrolling my girl to Pri 1 next year near my parent’s residential address. Is there any process that I need to complete or declare so that I have higher chance in enrolling my girl near parents?

You can do a statutory declaration but most importantly is what school. Schools that required balloting <1km, even if your parents live next door, you will still be turn away using statutory declaration.

You need to check the past balloting trend of that school you're eyeing on.

If school is super popular require balloting within 1 km -
Then no point to use SD : because you won't be given a chance to ballot, as using SD will land you under 1 to 2 km.

You must complete the Sale & Purchase latest by June of the year you register.

If born 2009, you'll register in July 2015 for P1 in 2016. So technically, you need to complete the purchase before then, get the keys, take the legal document to the police post to change the address on your NRIC, then use your NRIC to apply based on distance.

June is really cutting it close so I would advise you to buy a few months earlier and get the keys by April/May. Working backwards, you should try to sell your flat while hunting for your resale flat end of this year, and sign the Option to Purchase for the resale flat by Jan/Feb 2015.
