No need to have local spouse. Even if both husband and wife are foreigners, one can apply for Singapore citizenship while the other retains his/her native citizenship. They can then apply for citizenship for their children.And many PRCs have local spouse.

Quite a number have abandoned ZD and GES for APS. So it’s a case of who blinks first now…

This year is an unpredictable year for P1 registrants in Bukit Merah area. -
Gan Eng Seng Pri may also be a good choice if parents are looking for a school with good Principal.
Ex-Kong Hwa (SAP sch) Principal was transferred to GESP this year. And also, the school seems to have track record of producing reasonable good results too.
(Actually i’m now kind of convinced that most schools in Bukit Merah have roughly similar academic standards. You want schools with very good results, look elsewhere. Definitely none in this area.)
