I’m a newbie, how does the balloting go actually??? Do we know the actual results at the end of it?

When the P1 Officer in charge rotate the Toto balls inside a cage, and call out the number of the ball that represent a child, you will know the outcome.

But why is the MOE website saying that 143 ppl registered for 102 places?
