No fault of theirs if they choose to register at 4.25pm? They had a choice and of all choice and advantages they had, they had to make the worst possible negative impacting choice that is going to directly cause misery to many? The so called 4 that "benefitted" from their withdrawal might not even feel any impact cos they already expecting a ballot and that one withdrawal is just 0.01% assuming instead of 100 balloting, now it is 99; assuming each of them withdrew from different school. But their 1 last minute act caused a greater nightmare for many.
Just like retrenchment; 1 top-paying exec Kenna axed may not feel upset considering the redundancy package awaiting plus he/she already accumulated much wealth to be ok without a job for the next few months or even years but 1 low or middle income Kenna axed may be their rice bowl and already struggling with the daily survival. So same axe but who will your heart go out to? And will you still sympathize with the person holding the axe just because that person has the trump card and holds an advantage edge over the others? Just because you "hold the axe", you should have exercised due thoughts and not just axe for your own selfishness consideration.
I am not certain if using the retrenchment analogy is appropriate.
In any case,the sudden registration of these 4 parents donβt disappoint 17 parents as 14 of the 17 parents are ready to be disappointed.
Yes ,What they did actually disappointed 3 parents but benefited 4 parents!!! -
Agree, parent registering their kids to popular schools should have understand the risks and be prepared including being kick out if not within 1km last minute. If risk adverse, go to other schools. Too little time or not to re-register is part of the risk. If the parents stay > 1km still registering their kids implying they well understand the risk. No one to blame. All within the rule of game.

Agree.. they placed a bet and lost.. if risk averse then don't risk it.. odds of 17 for 4 vacancies is waaay to low..
i would be more annoyed :stompfeet: (if i was staying <1km) with the last guy who came in so that those <1km have to ballot! else swee swee all 31 go in via 2C! -
14 of the 17 ready to be disappointed but at least they had a chance to ballot. Now it is 17 of them totally disappointed that they are not even given a chance.

Ya true. Moreover knowing that both the last min register parent both had register their kids in another school n had cfm seat but last min they withdraw n mess up everyone hope

I agree with floppy. The rules are clear, and parents are playing by the rules. But there is something which MOE can indeed do to reduce the uncertainty of parents. It is what I have been proposing every year.floppy:

The rule says closing time 4.30pm, means closing time is 4.30pm. If they step in before 4.30pm, the school will accept them as per normal. As much I empathise the plight of the affected parents, it's a risk they (and everyone else) need to accept when applying for a school > 1km.
You have been encouraging people to wait and see, and apply for a more popular school if there's no balloting or the chances are greater than the one they are enrolled in. Maybe the 4 parents heed your advice?
1. Let parents register and withdraw as per normal in the first 2 days of Phase 2C.
2. On the third day, allow only registrations for schools which are not over-subscribed. For withdrawals, only allow those who are facing balloting or who will not have a chance to ballot in Phase 2C, so that they can register in schools which still have vacancies.
If this change is made, then
a. Most parents will register on the 1st day.
b. Parents caught in a balloting situation will be able to react and get their school in Phase 2C instead of Phase 2C(S). -

Y muz they wait till 4 plus which totally selfish nv spare a tot for other. Which is reali unfair to those who register early n tot got hope. If they act fast other 1-2km knowing that they dun hv chance might hv withdraw n go other sch that still hv hope rather then now going to phase 2cs which reali left not much school. Phase 2c aready so scary now 2cs
