I agree with floppy. The rules are clear, and parents are playing by the rules. But there is something which MOE can indeed do to reduce the uncertainty of parents. It is what I have been proposing every year.floppy:

The rule says closing time 4.30pm, means closing time is 4.30pm. If they step in before 4.30pm, the school will accept them as per normal. As much I empathise the plight of the affected parents, it's a risk they (and everyone else) need to accept when applying for a school > 1km.
You have been encouraging people to wait and see, and apply for a more popular school if there's no balloting or the chances are greater than the one they are enrolled in. Maybe the 4 parents heed your advice?
1. Let parents register and withdraw as per normal in the first 2 days of Phase 2C.
2. On the third day, allow only registrations for schools which are not over-subscribed. For withdrawals, only allow those who are facing balloting or who will not have a chance to ballot in Phase 2C, so that they can register in schools which still have vacancies.
If this change is made, then
a. Most parents will register on the 1st day.
b. Parents caught in a balloting situation will be able to react and get their school in Phase 2C instead of Phase 2C(S). -

Y muz they wait till 4 plus which totally selfish nv spare a tot for other. Which is reali unfair to those who register early n tot got hope. If they act fast other 1-2km knowing that they dun hv chance might hv withdraw n go other sch that still hv hope rather then now going to phase 2cs which reali left not much school. Phase 2c aready so scary now 2cs

14 of the 17 ready to be disappointed but at least they had a chance to ballot. Now it is 17 of them totally disappointed that they are not even given a chance.
Then what about the other 4 parents who enjoyed a walk through without having to ballot?
Some will win,some will be disappointed.

You are wrong. We are affected. We went through balloting. We were balloted out if you had read some of the posts. We are just reasonable and know the odds. It's a calculated risk and we go in with eyes wide open. We are not so spoilt as to cry foul if things do not go our way.Understandably parents want the best odds and everyone is binded to the rules set out by MOE but come on, you can't be so wishy-washy and want the best of both worlds and flip at the critical last hour. No wonder with such character, it creates all these tensions and parents having to \"camp\" outside schools on final day to monitor and govt to say \"All schools are good schools\". It is easy for those who are not affected by these last minute people to say good luck, game rule is fair and parents should know high ballot chance for popular schools etc. But if you are one of those who have to go through this torturous wait instead of celebrating this weekend and having the worst thought of being the unlucky one as well those 17 whom these 4 have just blew their long-awaited 2C away just because they had to wait till the last hour? Couldn't they have roughly already knew their chance earlier and spared a thought for other parents of how their one selfish act can negatively impact the lives of so many parents and kids?
Hope 2015 registrants be more thoughtful and decisive early. -
Poptart, how do you know it is a walk through? Whatever these late 4 people did last minute really messed it up for so many but the worst is the no. 32 who already secured a seat. And whichever Sch they eventually withdrew from, which logically could be a ballot situation as well, they have just landed in another balloting situation but now dragging those 28 into balloting as well who thought they had a high chance of getting in and ending their nightmare. But the real hope killer is No. 32 selfish act.
Agree with ksmummy2 as that’s my thought all along… Why wait till last minute and please don’t happily withdraw when you already have secured a seat. Spare a thought for those in 2C who are going through so much stress waiting for their turn.
Agree with ChiefKiasu suggestions too to deter such last minute fickle minded parents and give those no chance to even go for a ballot to have the time to register in other schools instead. -

People register into Ai Tong well informed about past years' trend, by reading up Ksp forum on past years balloting info. Is available readily.
We only feel sympathetic for the 17 SC 1-2 km
