I suggest talk to the teacher first, and hear her side of the story, then discuss it with your spouse before taking the next steps.
Very often, because children are young, their story might be incomplete, or when they tell parents what happened, they injected their own emotions and anger into the scenario and hence the full picture becomes unclear.
Hear the teacher out. Let the teacher know that regardless, you do not concur the action of tearing up homework, and let her know that if your child hands in shoddy work, to inform you so you can speak to your child first.
If all else fails, escalate to the level head / form teacher / principal first. Don’t jump the gun too quickly. -
