Nanyang JC is more convenient as it is located just outside Lor Chuan station. Those staying Punggol or Sengkang can consider.

But Serangoon JC is not outside mrt station. Student has to alight at Kovan station and take a bus (3 bus stops) to Serangoon JC .

Only 2 bus stops, I think? (My sil stays very near to SJC and I've stayed with her before). And quite a few buses so you hardly have to wait. It's also walkable - about 10 mins from the MRT station for those who don't mind walking.

Sad, but reality.

I think when they start a new JC, MOE will makes sure that they put a very experienced principal and key staff members in at the beginning. And some students will be willing to trade off distance and a smaller student body (initially) for the lack of track record, even if the JC is new. After all, every JC had to begin at some point.
