They are genuine rental units but they didn't stay in them and the units were rented to other pp. To say that $36k is what most families can afford shows how little you know about the income of the families in Singapore. $36k is what many families earn in a year. Being able to afford $36k a year on rentals isn't poor. It is a rich vs richer game in this. Not a poor vs rich. I personally find it distasteful for you to say that $36k is within the limits of most families, including the poor. It's like saying driving a Toyota is for the poor pp when driving a car itself is an expensive if not unattainable dream for many.
The median household monthly income for Singapore in year 2014 was reported to be $8207, which worked out to an annual median household income of around $100k a year. The average household income is even higher.
I reiterate the point that to fork out $36K is within reach for the median households, whereas $150K is out of reach.
Beside closing the off the loophole for rental properties, MOE should also look into the use of fake addresses. Parents have been known to use their siblings, relatives, and friends addresses for registration without staying in the unit for a single day. This is another loophole that should be closed or penalized.
U didn't say median. U said most. When you say most, it means more than 80%. I also wish to reiterate that you mentioned poor. That these pp who could afford $36k rentals but not the $150k are poor. -

U know how serious is a statutory declaration? U are making a statement to the court that it is true. If it is found out to be false, you can be charged with an offence. -

What if the tenants themselves who used the rental address to register for their children this year do not even intend to move but landlord wants to terminate their leases after 24 months? Then they would also be the victims of the 30 months ruling. Unless MOE can confirm that they can also move but still WITHIN 1km of the school.
For those who signed rental lease of 1 year will now be trapped, especially if the condo is in prime district. Super rich won't face this problem because 1) they would usually be staying near the school 2) can afford.phtthp:

Parents with kids due for P1 enrolment coming July, who genuine purchased property less than 1 km, will face lesser competition this year.
Those who had signed rental lease for half a year or 1 year, with the intention to escape soon after the Rental lease is up, may find themselves trapped, being forced to keep renewing rental contract in order to obey or compliant with the new rule, until 30 months is up. -

The point of home school distance priority is so that the kids can be closer to school. Can you clarify what do you mean by \"stay\" in the unit? Do you mean must eat, sleep, defecate, etc in there?
What if I rent for 30 months but choose not to stay there? Or only stay there during weekdays but empty during weekend? -

If we continue living in the landed property, and terminate our condo tenant's lease and leave it empty for at least 30 months after the registration of primary school, can that work?

Similarly, can we rent a condo within 1 km of school and only dorp by after school or use the condo unit sporadically while still living in our landed house that is within 2 km?
These locations in question are all within the Bukit Timah and Dunearn stretch. So a distance of 2 km passes by quickly in a moving car, if you are familiar with the traffic there at non-peak hours. A difference of 1 km in distance is almost negligible.
