Statutory declarations are required for parents who wish to register their child using the address of the child’s grandparent or the parent’s sibling in a school within 2 km from that address. The eligibility criteria are:
Both parents are working full-time at the time the statutory declaration was made; and
The child is under the full time care of a grandparent or a parent’s sibling; and
The child’s grandparent or the parent’s sibling is not employed.
In addition, a child who gains priority admission into a school through distance category (including the eligibility to be balloted within those distance category) based on the child’s grandparent or parent’s sibling’s address is required to continue with the child-care arrangement at the address used for registration for at least 30 months, from the commencement of the P1 Registration Exercise on 2 July 2015. If this condition is subsequently not met, MOE reserves the right to transfer the child to another school with vacancies, as the basis of the priority admission to the first school is the declared address used for registration. MOE will evaluate and assess the circumstances for each case, before making a decision as to whether to transfer the child out of the school to another school with vacancies. -
i only think that in terms of a policy implementation, this is poorly pushed out due to the effective date (being this year).
It is factual that in the past MOE has stated very clearly that you can use either your old or new address (if you have bought something already) to be the registered address. Even if you call them, they will still say thats OK. A lot of parents would probably have worked on this basis and bought something outside 2km.
Similarly, imagine that suddenly MOE says old boys/girls will no longer be accorded priority, effective this year. What are those parents supposed to do? They have already missed the opportunity to do PV, join clans or GRL, etc. Would that be fair to these parents?
Any change in policies should at least have a notification period, isnt it? -
True, it is only courtesy to inform parents, in advance first, so that parents can get ready, mentally prepared for the next change turn of events.
If suddenly one day MOE say no more Phase 2A1 (alumni) nor 2A2 old boys / girls association in that year’s P1 registration, dare not imagine the commotion, chaos … -

this same time (end of May, next year 2016) : dont know what other new rule going to appear, for next year batch of kids born 2010 -
it’s because of some parents who took advantage of the system…which led to immediate implementation of this new ruling. those who took advantage of the old system and ‘escaped’ has enjoyed another benefit…phase 1 for the younger children.

Not just Phase 1, but Phase 2A2 for their grand children -
if the p1 registration is successful then forget about holidays to US or Europe for next 2 years...hold back from buying big ticket items...don't have tuition to control costs
