I must say I may not be surprised at the outcome if the constraints are indeed challenging but…
I feel surprised if the outstanding questions are not sufficiently addressed. -

HSK will personally oversee the taskforce to resolve the outstanding issues (defects) of the DBSS.
Why? Because GE is coming and he needs to please the residents in Tampines, his GRC.
For the new IPJC, the affected parents are voters scattered all over Singapore.
Political reality. -
A promise is a promise. It must be honoured whether it is a housing or education issue. Why can’t the primary ministry in charge resolve the respective issues i.e. deliver the promise since each ministry is adequately staffed with many talented civil servants?

Hmm...Redeveloped Malcolm Road campus ready by \"March 2017\".
Can someone ask them about SJI's timeline? How could the planner not have gotten the timeline right? There're no land acquisition disputes at Malcolm Road. There're no lessees waiting to move out. What exactly went wrong?
SINGAPORE — More than six months after St Joseph’s Institution (SJI) students moved out of their Malcolm Road campus, works to redevelop the school have finally begun, with a new target of moving them back by March 2017.
And at the unveiling of the new campus master plan today (July 20), SJI Campus Redevelopment Committee chairman Mr Chan Keng Luck shared with reporters the details of the constraints that are holding back construction from being done by the middle of next year, as slated originally.
“We have to build some buildings above existing buildings, so we had to be very careful about that. There’s also a high slope near the indoor sports hall, so we had to locate the building judiciously so as to minimise the earth retaining works and costs,” he said.
The new indoor sports hall also fell within the Land Transport Authority’s railway protection zone, and SJI had to ensure that the design and foundations complied with the code of practice.
The delay has meant an extended occupation of its interim site in Bishan. In turn, a new junior college in 2017 for students from Catholic High, St Nicholas Girls’ School and Singapore Chinese Girls’ School has to move to another holding site on Mount Sinai Road.
http://www.todayonline.com/singapore/sji-starts-upgrading-work-malcolm-road-campus
SINGAPORE: St Joseph's Institution (SJI) has unveiled the masterplan for its redeveloped campus on Malcolm Road, which is expected to be ready no later than mid-2017. President Tony Tan Keng Yam officiated the groundbreaking ceremony for the project on Monday afternoon (Jul 20).
The school will have four new buildings, namely, a 600-seat lecture theatre, an indoor sports hall which includes basketball and badminton courts, and two senior school blocks. The blocks will comprise 32 classrooms for those pursuing the two-year International Baccalaureate (IB) Diploma programme.
Currently, the school has 1,500 students pursuing their secondary education, while another 160 are on the IB programme. When the new campus is ready, the school expects to have about 500 IB students.
\"We are short of classrooms, because the current campus only caters to the secondary school,\" explained SJI principal Dr Koh Thiam Seng. \"Because the school has grown, we also need spaces for assembly purposes.
\"We want opportunities where our senior schools students, that means our JC students can have interaction with our secondary school students, so that they can see themselves in a continuous six-year process. The IB programme at the JC level allows students to offer music and art, so we also need to create facilities for it.\"
The gross floor area of the campus will increase by 14,000 square metres. Existing buildings, which are more than 25 years old will also be refurbished.
SJI is one of the Singapore's oldest educational institutions. It had occupied the Malcolm Road site since 1988, before moving to a holding site in Bishan in December 2013. The school had originally planned to move back to its redeveloped campus on Malcolm Road in mid-2016, but there were site challenges as well as additional studies which needed to be carried out before the construction tender could be called.
\"We have to build some buildings above existing buildings, so we are very careful about that,\" said chairman of the SJI Campus Redevelopment Committee Chan Keng Luck. \"There is also a high slope very near the indoor sports hall, so we had to locate the building judiciously, so as to minimise the earth retaining works and costs.\"
The redevelopment project is expected to cost S$40 million. The school will seek to raise S$12 million, with the remainder to be funded by the Education Ministry.

Hi
I’ve been reading a bit on the building of the new JC. So far that I know, news has it that it’ll be at the junction of Marymount Road and SinMin Road.
So whats the situation among the parents now ? We visited the site of the golf course, however noticed the plot of land occupied by Asian Golf course is diagonally opposite the Guang Min Shan.
Does any parents know that ? -
