      When parents do PV, they hve first hand contact with the school. Through the process, they may find that the sch is not suitable fr their kid but would proceed to register in phase 2b since already completed 40 hrs. They would hve analyse and monitor the situation carefully thus withdrew n register at ALPS. The probability of getting in is high as only 3 students will be balloted out. However, they are also taking a big risk as ballot is always a gamble. Failed to get into ALPS means they hve to settle for remaining schools in phase 2C supp which they must hve weighed before making a tough decision.

        I would think is \"not yet registered in a primary school\" is valid if cancellations are not allowed. Btw are cancellations mentioned anywhere in moe website? or is silent?

        Withdrawals are allowed.

        skinnybeanie is thinking along the line of \"not yet registered in the earlier phases\" but MOE phrasing is simply \"not yet registered\". The context of the word is important. MOE quite literally means not registered with a school. As such, when you withdrew from a school, you are no longer holding on to a registration and is now eligible for phase 2C.

          Just called Alexandra primary, within 1km (SC) no need balloting.

            I got a call from Alexandra pri. The SC within 1km are saved from balloting on Wed due to 3 pairs of twins!. What a miracle!
