No, it's unacceptable. If you add 'allowed ' , you are actually changing the meaning of the sentence as the original sentence has no 'allowed '.Popick:

Choir Girls 70%? 30%?
Band Girls 60%? 40%? (My DD remembers seeing 60%)
Qn states: There are equal number of boys in Band & Choir? Or is it: There are equal number of members in Band & Choir? You are supp to find: How many members in Band? or How many members in Choir?
