The answer would be:
Ruby told her brother that he was not to tell her where he had hidden her present.
Ruby is simply instructing his brother to refrain from telling her: she wants to enjoy looking for it, perhaps.
The word 'supposed' would change the meaning as it implies that he had in fact told her.
The word 'allowed' is trickier. It possibly also changes the meaning as it implies that Ruby is informing her brother that someone else has instructed that he not tell. In any case, kiasumen is absolutely spot-on that it is an unnecessary word. -
