It is important to have an instrument right at the start of lesson so your gal can practice and improve in between lessons. And you wil be able to gauge also if she will be willing to be disciplined enough to go through the routine of practicing. And also most good teachers will not start lessons until the student has an instrument. Not fun to teach students who do not practice.

Is there a music workshop where the kids can explore and are introduced to various instruments, as opposed to a class that teaches a specific instrument.

Okie, I won’t say it for competitive music playing perharps currently now it just equip daughter with a skill. There is a good list of qualified music teachers with details of the profiles (e.g. qualifications, experience, biography, area of teaching etc...) This should help you find a suitable teacher.

For ballet, you can sign her up at CC. Many CC offer ballet at relatively cheap prices of around $100 for 10 lessons (different grades and different CC different charges). 4 years old will be a good age to start ballet as the minimum age for taking the first ballet exams (Pre Primary grade) is 6 years old (Do not be confused as on RAD website, it will be written as 5 years old on 1 January).
