We had the same dilemma previously. Tried our luck in Kong Hwa but wasnt successful. We were lucky to be able to ballot again at TKPS in the next phase and luckily we got in. Otherwise we would have ended up in Macpherson which is totally not convenient for us.

It depens on whether u want to take the risk or not. N whether u have any chance to register in earlier phase. GMPS is usually filled up fully in P2C.

Hence, possible to apply but not possible to get in.

The TUR this year till 2B is lowest in 10 years. Traditionally a usual ballot for those within 1km, but for 2015, balloting only needed for more than 2km. If you already have an original school of choice, and you want to try MBS, you may want to monitor until 3rd day and assess the chances before you decide. Please note the number of the within 1km and 1-2km.
