my child born in 2011. He is not Singapore PR. He should be classified as phase 3. If I am planning to send him to study in Singapore, what should I have to prepare now? Which school may have more vacancies in phase 3? How can I check the remaining seats of each school this year in different phases? Please help~~

Which school has more vacancies in Phase 3 today/in the past is meaningless data to you since the government isn't obliged to maintain the same number of students or even carry over any available vancancies from Phase 2Cs to Phase 3.
* the only things you can prepare for is look at alternatives in the event that you failed to secure a place in Phase 3 such as cost, transport, curriculum, etc - school back home, international school, school in Johor Bahru, etc.
Ask to join the closed FB page Singapore Expats in Local Schools and then read the Pinned Post. They did a survey last year and will do another this year. In phase 3, as a non SC and non PR, your chances of getting ANY school are at best about 30%. There are suggestions in the Pinned Post about alternatives if you don't get a school. -

Choices: pcps (2A2) or meetoh/edgefield primary/horizon primary (2C within 1km)

it depends on which phase your child falls under. starting from july for phase 1 to august for phase 3. -

i am looking at Rulang and Shuqun Primary. From past history, may I know if need balloting for Phrase 2C, for SC staying within 1km?

If you get selected as a PV (and that's a big IF), it helps you to get into Phase 2B.Novmummy:

Any advise is much appreciated.
However, there's a high possibility that you won't have a chance at 1-2km as Rulang has to ballot at <1km for several years. This year, SC <1km fill the places exactly while last year, SC <2km fill the places exactly.
You can take your chances but it's probably a good idea not to waste your time unless you intend to move within 1km. -

My son is 2011 borne and we stay in Punggol at the moment but planning to shift to East and register him for P1 at Tanjong Katong Primary school. Any idea how the balloting works there? Will I stand a chance? we are SPRs.
Do we need to get an address there before we register?
