      Generally no need. Students can arrange with their subject teachers for consultation (group or 1:1) when they have any doubts or when they miss any lessons.

          1) if Malay Special Programme, French and Japanese are conducted in NUSH?

          2) what is the frequency and duration of the lessons for these subjects and

          3) is there additional cost involved?

            Not sure about the Malay Special programme, but for French and Japanese, you can choose to take them in NUS High at an additional cost of $100 per month. The duration is 3 hours per week.

              Malay, French and Japanese are conducted in school usually twice a week. One lesson is 1hr and the other one is 2hr.
              Malay has no extra cost, French if I'm not wrong has additional cost of $100 per month. I am not sure about japanese.

                      The school never make it compulsory for a student to buy a laptop at any level. At lower secondary level (1or 2) l, it is definitely not necessary. It is up to individual to buy for his/her own convenience eg to tap on school WIFI to do assignments and many school projects which require collaboration with fellow students.
